I would be disappointed if I bought this book and it ended where it did. Your writing is wonderful in that you've built up so much intrigue. But the only part you have wrapped up is the relationship which wasn't really ever in question, we all knew in some way that our ODCs would find a way to get together. Everything about the spy ring and Wickham remains unresolved.
I think that you would use up your audience's goodwill if you were to publish at this stage. This is a part of a story, not a standalone. Buyers might feel unhappy knowing that the ending doesn't deliver resolution.
