is that Mr. Collins was tall and heavy looking, the latter meaning he looked dour and serious.

He was not a fun or charming guy, but he may well have been handsome. Sometimes a person's demeanor can dim their physical appearance, and Mr. Collins's "heaviness" may have obscured his good looks. Or not. I do think that if he was extraordinarily ugly or had some outstanding poor physical feature--like a limp or a hare lip--Austen would have mentioned it. In the absence of her saying anything, I think it is reasonable to assume he looked normal, ordinary and probably smelled like everyone else. If he was oily and stinky, Austen's satiric eye could not have passed that up.

At the same time, if a fanfic author wishes to enhance the story differently, it is within his or her purview.
