I'd call a man who goes to church every Sunday and then spends the rest of the day reading the Bible, a religious person.
A man who believes in God, goes to church perhaps 1-2 a month, and who observes the designated rest-days (quote about Darcy on a Sunday-evening with nothing to do), because that is the proper way, fills the large space in between the two. The "God bless you" line, van just as well be written from a religious as from a common custom point of view.
