It's lamented by some, but we don't have a competitive system. Yes, at the end of primary school, a test decides which level of secondary school (streamed by intellectual ability) a child may go to, but once it graduates from the only level that gives access to university (so not polytechnics or vocational and practical colleges), universities are open to all grades and they are all equally good (with minor differences of course). There are no top universities that require excellent grades, there are no rejections except in overly popular studies that have a lottery that also allows lower grades in, etc.
