Normally the tenants would vote for whoever the landowner supported. Naturally it would depend on how the seats were apportioned and where Darcy had property, etc., but I think it likely he would have had more than one seat.

My impression is that this was why wealthy Victorians bought estates - for the political power it gave them. Given that Darcy was of a generation before that, it's even more likely power was concentrated in his hands.
